Each individual department of each hospital has to be staffed to accommodate the patients that are already in the hospital as well as those who may come in at any time.  The emergency room of every hospital has more than one physician on staff at all times though there may be different levels of physicians each ER has a criteria they have to meet to ensure the health and safety of each patient.  When hearing about emergency physician jobs these may not just include the emergency room of the hospital.  It could represent the physician that is scheduled for each separate department of the hospital that is specifically on call to handle individual emergency cases.
